木の幹を太らせたり、大きな傷を巻かせるための徒長枝、犠牲枝ともいわれますが、今回はその徒長枝をどう処理すべきかという話です。
多くの初心者さんが黒松を実生から育てようと挑戦して、見様見真似で木の最初の軸をそのまま徒長させているのではないでしょうか。
そこまでは簡単かもしれませんが、経験の少ない初心者さんにとっては、これをどのタイミングでどのように切り取るのかは、勇気のいる作業です。

結論から言ってしまえば、徒長枝を取るタイミングは、自分が満足いけば何時でも良いということになります。
幹を太らせる、傷を巻かせるといった目的がある程度満足のいく段階で達せられることが大事です。
失敗しないように数回に分けて、徐々に切り取りましょう。
